Preliminary Draft System Wide Information Management (SWIM) Consultation

Overview

UK aviation is changing. Crewed and uncrewed aircraft operating in the same airspace, increased dynamic use of airspace, trajectory-based operations and increasingly digital services, will all depend on organisations being able to share and use reliable operational information.

To support this change, aviation information needs to be accurate, timely, appropriately assured and understood consistently by those who use it. System Wide Information Management (SWIM) provides the standards, infrastructure and governance needed to make this possible.

We are at the beginning of the UK’s SWIM journey. This consultation is the first formal opportunity for industry to help us shape the implementation of SWIM in the UK. We are seeking honest and constructive feedback on the proposed direction of travel and wish to hear from you on the components needed, and the SWIM guidance you are looking for to support the transition to a fully digital, information-centric aviation ecosystem.

We recognise that the Implementation Framework and supporting artefacts will need to evolve over time as SWIM matures and adoption expands across the aviation ecosystem. We intend to continue developing and refining the SWIM Implementation Framework through consultation, stakeholder engagement and implementation experience, with the aim of publishing formal V1 documentation in 2028. Stakeholder feedback will play a critical role in ensuring that the Implementation Framework develops in a way that supports the effective and practical implementation of SWIM in the UK.
