Consultation on changes to UK Regulations recognising physical or electronic format personnel licences and medical certificates
Medical Certificate
UK Regulation (EU) No 1178/2011 (Aircrew Regulation)
UK Regulation (EU) 2015/340 (ATCO Regulation)
The proposed wording for UK Regulation (EU) No. 1178/2011 and UK Regulation (EU) 2015/340 enables medical certificates for aircrew and air traffic controllers to be issued in electronic format as an alternative to those issued in the physical format. These amendments follow ICAO Annex 1.
The key proposed amendments include:
- An amendment to remove specifications for the format of the certificate and references to those provisions from UK Regulation (EU) No.1178/2011 and UK Regulation (EU) 2015/340. The format of the medical certificate will be prescribed in accordance with the International Convention on Civil Aviation Annex I Chapter 6 and Appendix 4.
- An amendment of wording regarding the requirement for a medical certificate to be signed and/or returned to facilitate the use of electronic medical certificates as well as medical certificates in physical format.
- An amendment to facilitate relevant third-party access to medical certification status and limitations, subject to all provisions of General Data Protection Regulation and the Civil Aviation Act.
Relevant changes will be reflected in the Air Navigation Order 2016 for medical certificates and pilot medical declarations.
