Consultation on changes to UK Regulations recognising physical or electronic format personnel licences and medical certificates

Flight Crew Licensing, Medical Certification and Aircraft Maintenance Engineer Licensing (Section L – CAP 468)

The proposed wording for the Air Navigation Order enables the introduction of licences and certificates or declarations in electronic format as an alternative to those issued in the physical format. These amendments follow the ICAO Annex 1

The key proposed amendments include: 

• An amendment of wording regarding the requirement for a licence /certificate / declaration to be signed and/or returned, to facilitate the use of electronic personnel licences, certificates/declarations as well as physical format.  
• An amendment to facilitate relevant third-party access to records, subject to all provisions of General Data Protection Regulation and the Civil Aviation Act.
