The guidance wording is over complex. It is not straightforward or clear for the general public
General observations
To break back and digest the meaning of this policy is not easy. It is over complicated in the extreme, making it difficult for most people to follow and understand. The majority of people will just switch off and give up in despair. A hope would be that the CAA would produce a guidance document which was free from terminology and therefore attract responses that would help everyone. The current proposals mean that only a fraction of the people who would like to respond actually will. Most will get lost in the complexity of everything , fail to understand the implications and exit not enter a reply. My view is that the document does not help the public understand how the CAA affects change. By doing that it helps airports impose their undoubted power in steam rolling changes through that increase profitability of the airport business at the detriment of the public. Airports appear to have a view that they can do as they wish. and this policy will only strengthen that. Airports opinion of the general public is that the residents affected by airport noise are an irritant in the way of their wishes and profit (certainly true in the case of Luton Airport) who class residents affected by airport flight noise as "losers"

How to improve
The guidance needs to have less terminology and be in an easy to read manner. The complexity of the document fails to encourage people to be engaged and understand how this will affect them

As per previous commments. A document like this should be aimed at giving the public clear and concise guidance to the steps taken in ensuring a balanced approach to flight changes is taken. The complexity of this document does anything but that

How to improve
Make the document easy to read and lore on line with engagement of the public. My personal view is that this plays into the hands of the airports as nobody really understands all the parts of how consultations like this work

Tier 1a: Evidence of engagement

9. At certain stages in the process (starting with the development of design principles at Step 1b) the CAA will look for evidence of a two-way conversation to see that the sponsor has adequately engaged stakeholders. In paragraph C9 the CAA describes the evidence that we will look for as "detail of what sponsors have been told by their audiences; how they responded to this feedback; and how it has affected the proposals they are bringing forward".    Has the CAA adequately detailed what we would expect to see to know that a two-way conversation has taken place?

The CAA complaints regarding airport noise should ask that any complaint sent to an airport be copied to the CAA as well. My personal opinion is that too much trust is given to airports to be transparent and above board regarding complaints. Airports will always downplay any complaints as they want changes to be pushed through without objection or delay. There needs to be an auditable process of some description as it is too open to abuse at this moment in time. This guidance document does nothing to change that. Airports should be made to do a mail drop to every property that could be negatively affected by any changes in airport routes. At present airports (Luton) state that it is the responsibility of the public to find out what they are planning ( even though they are some 15 - 20 miles away) To do this we are expected to check the airport website, purchase local papers, tune in to local radio stations etc... I have been told to take those steps by a Luton Airport representative. According to him it is my fault that I am a "loser" as I should have found out about the changes before they happened. It's not the airports responsibility to let people know of their plans. His view of my question regarding a fair and open consultation was that it would cause unnecessary cost to the airport (please refer to my comment re airports only being concerned about profit) There should be an unbiased and 3rd party company who monitor airport noise and its effects. These companies should be funded by the CAA and report to the local councils whose residents are affected by aircraft noise. I find it unacceptable that airports are allowed to self police noise levels. They can do as they wish and the public are not in a position to disprove reports that airports produce. There needs to be a body or 3rd party company totally separate to the airports who monitor the noise pollution.

As per previous comments. There should be an independent body monitoring aircraft noise pollution. Allowing airports to self police and report on this does not show transparency or openenness. Airports will look to protect themselves leading to potential mis reporting and manipulation of results.

Tier 1a: Categorisation of responses

12. In paragraphs 177 and C34-C36, and Table C2, we discuss the categorisation of consultation responses. The sponsor is required to sort consultation responses into two categories: i) those responses that have the potential to impact on the proposal because they include new information or ideas that the sponsor believes could lead to an adaptation in a lead design option or a new design option, and ii) those that do not. Is the CAA's explanation of the categorisation exercise and description of the categories sufficient?

Too much trust is given to the airports. They are businesses who wil do whatever they need to do to get what they want. The whole process needs to be approached in a different manner with the CAA driving everything and engaging with local councils and residents. Airports should provide any funding required for the consultation.

Tier 1a: Safety information

14. At each stage in the airspace change process that an options appraisal takes place, the sponsor will be required to submit a safety assessment. The sponsor will be required to provide a plain English summary of the safety assessment and the CAA will provide a plain English summary of its review (i.e. of the Letter of Acceptance, which forms the CAA’s review of the safety assessment) when it makes a decision. Tier 2 reasons
As someone who is suffering from exactly this I can confirm that the current changes made had none of the above carried out. Luton airport chose to keep all the changes away from the affected public so that a lack of objections would mean they could go ahead with their changes. I am still wring this at 23:38 with planes flying overhead so that I can't sleep (this is with windows shut) if people think that is acceptable then I'm happy to let them come and stay here to experience it. There needs to be a completely independent body responsible for reporting to and representing the public. This whole thing is too biased towards th profitability of the airports and the CAA who appear to allow airports to do as they wish.
